Mr. ZHOU Yan li is member of the Economic Committee of CPPCC，Researcher  Financial Research Center, Counselor's Office of the State Council，Former Deputy Party Secretary and former Vice Chairman of the China  Insurance Regulatory Commission. Mr. ZHOU Yan li served as Vice Chairman of the  CIRC from 2005 to August 2016. His experience as an insurance regulator started from 1998 when the CIRC was established. Other positions he held within the CIRC include Head of the CIRC Non-Life Insurance Regulatory Department, Director General of the CIRC Shanghai Office and Assistant Chairman.

Prior to his service in the CIRC, Mr. ZHOU Yan li worked in the insurance industry for nearly 40 years. He was President of the International Department in the People’s Insurance (Group) Company of China. He spent a number of years in Hong Kong, holding senior management positions in the China Insurance (Group) Company Ltd. HK, and the China Reinsurance (HK) Company Ltd.
