He Haifeng, Ph.D. in Economy, is acting as the Chief Economist of Guotai Junan Securities Co., Ltd., and the Executive Editor of the Program for China's Financial Policy Report at PBC School of Finance, Tsinghua University, was the Director of Institute of Financial Policy of CASS (2009-2021). His field is Financial Policy and Planning for Financial Development. He took a part-time job as Executive Deputy Director of CEIBS Lujiazui Institute of International Finance from 2010 to 2016, and ever was Visiting Scholar at PIFS of Harvard Law School (2012-2013). He was the Co-editor of China Financial Policy Report (annual report in Chinese and English, 2011~2021). Chaired or participated in some national level research projects as well. From 2015 through 2016, completed researches for the 13th Five-yrs Planning for Financial Development of Chongqing, Kunming, Xicheng District of Beijing, and Evaluation for Financial Reform and Innovation within FTZ (Shanghai). In 2017, commissioned by NDRC, completed independent evaluation for Guidelines for the Construction of the Shanghai International Financial Center in the 13th Five-Year Plan. Commissioned by Ministry of Commerce of the People’s Republic of China, completed evaluation for Experience for Nationwide from China Pilot Free Trade Zone (Financial Openness and Innovation). In 2018, completed independent evaluation for Action Plan for the Construction of the Shanghai International Financial Center in the period of 2018-2020. In 2019, completed independent evaluation for Opinions on Further Accelerating Construction of Shanghai International Financial Center and Financial Support for Integrated Development of YRD Region (hereinafter “Opinions”, jointly issued by PBC, CBIRC, CSRC, SAFE and Shanghai Municipal Government in February of 2020).
