Xuan Changneng is a Deputy Administrator of China State Administration of Foreign Exchange (SAFE). Mr. Xuan previously served as an Assistant Chairman at the China Securities Regulatory Commission (CSRC) from August 2016 to July 2018.
From February 2009 to August 2016, Mr. Xuan was the Director-General of the Financial Stability Bureau of the People's Bank of China (PBoC). During his tenure, Mr. Xuan led an inter-agency working group in managing to establish an FDIC-style deposit insurance system in China through years of arduous work. He also attended Basel Committee and FSB meetings regularly and participated in the rule-making processes. Mr. Xuan served as the Director-General of the Financial Research Institute of PBoC from September 2008 to February 2009.
Prior to joining PBoC, Mr. Xuan was appointed as a Senior Advisor and subsequently as Corporate Secretary of China Construction Bank (CCB) from September 2004 to September 2006. He helped pushing for the improvement of corporate governance, establishing investor relations and enhancing capital market compliance functions at CCB.
Mr. Xuan started his career in 1988, and had worked in the Chinese Academy of Sciences, JP Morgan (New York) and CSRC till joining CCB in 2004. He also worked as a Managing Director at J.C. Flowers & Co, based in Beijing. During his tenure with the CSRC, he was instrumental in making the IPO vetting an uninterrupted and continuous process regardless of the secondary market volatilities.
Mr. Xuan received a bachelor's degree from the University of Science and Technology of China, a master's degree in economics and a doctor's degree in finance from the University of Texas at Austin, as well as an LL.M. from the University of Pennsylvania Law School.
