Yang Xueshan, former Vice Minister of the Ministry of Industry and Information Technology (MIIT), former Chairman of the Academic Committee of the Informatization 100-person Forum, and former Director of the Academic Committee of the Digital Economy 100-person Forum.

He is the author of several books, including Expert Systems and Their Applications in Management, Enterprise Informatization Construction and Management, On Information, Principles of Intelligence, and Intelligent Engineering.

He led the formulation of national strategies and plans in areas such as national informatization strategy, e-government, the electronic information industry, software and information services, information security, and the integration of industry and information technology. He also organized and implemented a number of major national-level scientific research and engineering projects.
