LV Zhongtao, male, Han ethnicity, a member of the Communist Party of China. Born in August 1965, he holds the title of Research Fellow and serves as the Chief Technology Officer of the Industrial and Commercial Bank of China (ICBC). From 1983 to 1987, he graduated from the Department of Computer Science at the former Shanghai University of Science and Technology. In 2002, he graduated from the China Europe International Business School (CEIBS) with an Executive MBA (EMBA).

He joined ICBC in 1987, holding successive positions including Director of the Technical Support Division of the Shanghai Branch, Chief Engineer and Deputy General Manager of the Head Office Information Technology Department, General Manager of the Software Development Center, General Manager of the Head Office Information Technology Department, IT Business Director of the Head Office, and Chief Technology Officer of the Head Office.

Comrade Lyu Zhongtao has received numerous honors, including National Model Worker, National May Day Labor Medal, National Finance May Fourth Youth Medal, one of China's Top Ten Outstanding Figures in Fintech, Shanghai Model Worker, and Shanghai "New Long March Pacemaker." In 2006, he was awarded a Special Government Allowance from the State Council of China.
