Huang Haizhou is a renowned economist with over thirty years of experience in international and domestic financial markets, policy, and academia.

He currently serves as a member of the Monetary Policy Committee of the People's Bank of China. He is also a tenured (special-term) professor at Tsinghua University PBC School of Finance and Shanghai Advanced Institute of Finance (SAIF). He previously served as a member of the Global Agenda Council on the Global Financial System at the World Economic Forum and as a member of the first and several subsequent terms of the Hong Kong Financial Services Development Council. From 2002 to 2005, he was also a member of the inaugural group of tenured (special-term) professors at Tsinghua University's School of Economics and Management.

In 2018, he published his Chinese-language monograph Global Financial System: Crisis and Transformation. In 2024, he co-authored The Money Capital: New Monetary Principles for a More Prosperous Society with Professor Patrick Bolton; the Chinese-language translation, The Essence of Money: Prosperity, Crisis, and New Capital Theory, was published the same year.

He received the Best Paper Award from the European Finance Association in 2018 and the 19th Sun Yefang Economic Science Award in 2021.
