Mr. Dong Junfeng is Chairman of China UnionPay Co., Ltd. He also serves as Deputy
Chairman of the APEC China Business Council and Chairman of UnionPay
International Co., Ltd. He holds a Master of Laws (LLM) degree from Peking
University and a Bachelor’s degree in Economics from Renmin University of China.
He joined Bank of China (BOC) in 1994 and worked, in chronological order, in the
Personnel Department of the Head Office, BOC Ningbo Branch, Human Resources
Department at the BOC Head Office, and the E-Banking Department at the Head
Office. He served as Deputy General Manager of the E-Finance Department of BOC
Head Office, as well as Board Member of Bank of China Consumer Finance Co., Ltd.
In 2016, Mr. Dong headed the preparatory team for the NetsUnion clearing platform.
From 2017 to August 2020, he served as Board Member and President of NetsUnion
Clearing Corporation (NUCC). From September 2020 onward, he served as Chairman
and President of NUCC, as well as Deputy Chairman of Mastercard NetsUnion
Information Technology and as Executive Director at NetsUnion Technology Co., Ltd.He joined China UnionPay in January 2024 and has assumed the roles of Chairman of China UnionPay Co., Ltd., Deputy Chairman of the APEC China Business Council, and Chairman of UnionPay International since July 2024.
Mr. Dong has extensive experience and expertise in areas of online banking, payment
clearing, financial and regulatory technologies, and financial risk prevention. He is the inventor of a number of patents and numerous business methods, and the winner of the Top Honor of the Fintech Development Award granted by the People’s Bank of China, as well as the First Prize of the IT Risk Management in the Banking Industry Research Program organized by the former China Banking Regulatory Commission.
Once a deputy to the 16th Beijing Municipal People’s Congress, Mr. Dong is currently a deputy to the 16th Shanghai Municipal People’s Congress. He is the independent
academic founder of Asia-Pacific Future Financial Research Institute.
