Alumni of National School of Administration in Bamako, Masters in Law, Grand Officer of the National Order of Mali, Commander of the National Order of Mauritania; Commander of the National Order of the Lion of Senegal and Officer of the National Order of Côte d'Ivoire.
In June 2002, he was appointed Minister of Mines, Energy and Water of Mali, a position he held until October 2007, before taking charge of the Department of Equipment and Transport until March 2012.
He was appointed High Commissioner of the OMVS by the heads of state of Guinea, Mali, Mauritania and Senegal, during the Conference of Heads of State of the OMVS held in Conakry on May 17, 2017.
OMVS, headquartered in Dakar, is a transboundary river basin organization in Africa, bringing together Guinea, Mali, Mauritania, and Senegal. Its achievements have earned it recognition as a model vector of integration, cited as an example worldwide. In 2022, OMVS received the Hassan II World Water Prize under the leadership of Mr. SEMEGA.
Mr. Semega is the founding President of AFAO: ACTION FOR WEST AFRICAN RIVERS, a think tank committed to the fight for the preservation and development of AFRICAN RIVERS and their fragile ecosystems.
