
Mr. Mills was appointed the International Monetary Fund's Senior Resident Representative in China in February 2025. Prior to that, he worked as the Division Chief for the Pacific Island regi
on in the IMF's Asia and Pacific Department (APD) and as the IMF's mission chief to Fiji. Among his previous roles in the IMF, he served as the mission chief to Angola, M
adagascar, Seychelles, and Togo. He has worked in the IMF for nearly 20 years, including a stint in the Strategy, Policy, and
Review Department, where he led work on trade, capital flows, and IMF lending policy.
Prior to joining the IMF, he worked at the US Treasury Department (where he helped negotiate China's accession to the WTO), the Organization for Economic Cooperation and Development (where he helped manage relations with non-members), and the US Office of Management and Budget. He attended Princeton University (masters in public affairs), France's Ecole nationale d'administration (advanced degree), and the University of North Carolina (undergraduate).
